If the following statement is true, then the sample was statistically valid, and so a tn3270eRtExceeded notification should be generated:

AvgCountTrans * ((AvgRt/ThreshHigh - 1) ** 2) >= IdleCount

This comparison is done only if the corresponding tn3270eRtCollCtlType has average(3) and traps(5) selected.
